American public schools spend $12 billion per year on security guards, $2.62 billion on school resource officers, and $3.1 billion on surveillance technology — a total of $17.8 billion annually. This architecture records the event. It does not prevent it. It produces zero measurable change in the antecedent conditions that create violence. And it generates its own downstream costs: a 21% increase in antidepressant use among exposed students, a 28% increase in chronic absenteeism, and a 2.4% decline in per-capita earnings in affected counties.

Meanwhile, the national student-to-counselor ratio is 372:1 — but in elementary and middle schools, where early identification matters most, the ratio is 571 to 694 students per counselor. Eight million American children attend a school with no counselor at all.

We spend $363 per student per year on security that records the event. Prevention costs $27 per student per year and compounds.

Over ten years, the reactive path costs $178 billion and returns nothing. The prevention path costs $14.7 billion and returns $99.1 billion. The net return is $84.4 billion — a 6.7× ROI on the prevention investment.

The number that matters most: At the district level, trajectory monitoring identifies an estimated 20–50 students over ten years. At the national level, that becomes 990,000 to 2,475,000 students — nearly a million to two and a half million young people whose social withdrawal, emotional dysregulation, or loss of connection would trigger a conversation in October rather than a crisis in February.
